About LIHWAP

What is LIHWAP?

The Low Income Home Water Assistance Program (LIHWAP) helps keep low-income families safe and healthy by assisting families with drinking water, wastewater, and other water costs.


To qualify for LIHWAP assistance, you must meet each of these requirements:

  1. Be the person responsible for paying home water costs.
  2. Live within Brown, Doniphan, or Jackson counties in Kansas or Richardson County, Nebraska.
  3. Be able to show tribal affiliation with a CDIBG card from your tribe.
  4. Meet specific income guidelines that vary according to household size.
  5. Provide proof of income for three months.


If you qualify for LIHWAP, you will receive payments to help pay your water bills. The amount you receive is based on the size of your household, your household income, the type of home you live in (house, apartment, duplex, etc.) and the water utilities used in your home.


If you have applied for and been awarded LIHEAP benefits, you will qualify for LIHWAP.


If you qualify for Water Assistance, you may also qualify for additional help through the Emergency Program. The Emergency Program can help you pay your fuel bills when your water is shut off or is threatened to be shut off. The maximum amount you can receive is $500.00 to go to your water provider.
